![]() In theory you can use raster for everything, and there's no solid reason not to if that's your preferred workflow, but there are so many benefits to using vector layers for lines that there's just no reason to convert to raster. For this reason, many people using CSP (myself included) will use vector layers for linework, and raster for colours. The restriction with raster/vector is that you can't use the fill tool on a vector layer. It has nothing to do with raster or vector layers, as you can do this with either type. It'll only fill up until that different layer (or layers, you can set multiple reference layers) tells it to stop. So the idea with a reference layer is you're filling (or using any other tool that uses reference layers) based on a different layer.
